DEVELOP THE COLLEGE’S STRATEGIC PLAN 2010-2015 AND COLLEGE’S VISION 2020

I. General Objective

By the year 2015, Tuy Hoa Industrial College (TIC) will have been upgraded its qualifications status to become the most prestigious multi-disciplinary Industry University in the Centre of Vietnam. It will be also known as an innovative institution and reputable company both in academic training and scientific researches in the Coastal Central area, Western Highlands and the whole of Vietnam.

 

II. Strategic Plan

  1. Improve, upgrade current curricula quality and build up new training programs and scale.
  2. Build up capacity for academic staff and upgrade their qualifications.
  3. Enhance scientific research doing in the school.
  4. Cooperate and exchange in training nationally and internationally.
  5. Install more state-of-art equipment to laboratories, workshops and libraries.

 

III. Implementation Plan

 

1. The first priority is for training quality and scale improvement.

  • Maintain and improve training quality of all current courses and programs to national standard.
  • Build up and develop more new courses which meet the increasing demand of society and local area.
  • Focus on tertiary training of some potential programs based on the school strength of qualified staff and facilities.
  • Change and transfer step by step the traditional training mode (academic year) to credit training mode for secondary, diploma and bachelor levels. The teaching staff will apply centre-student methods, modern assessment and supply to students all necessary soft skills and creative thinking.
  • Cooperate and promote the joint-training programs with other domestic and abroad institutions in all disciplines.

 

To carry out these training tasks, the school splits out this mission into specific stages, as follow:

 

Stage 2010 – 2013:

 

  • Upgrade prior courses to high quality in diploma level:
  1. Geodetic Technology
  2. Geologic Technology
  3. Chemical Engineering
  4. Electrical – Electronic Engineering
  5. Mechanical Engineering
  6. Information Technology

 

  • Build up courses in diploma level:
  1. Fashion Design
  2. Auditing
  3. Marketing
  4. Hotel Management
  5. Industrial Design

 

  • Build up courses in secondary level (02 year program):
  1. Information System in Office
  2. Environmental Technology
  3. Petroleum Exploring Technology
  4. Finance - Banking

 

Stage 2013 – 2015:

 

  • Prepare tertiary training programs and submit to the Ministry of Education and Training for approval and commence training the following courses in 2016:
  1. Accounting
  2. Information Technology
  3. Chemical Engineering
  4. Mechanical Engineering
  5. Electrical – Electronic Engineering

 

  • Build up the following courses in diploma level:
  1. Machinery Manufacturing Engineering
  2. Thermal Engineering
  3. Food Technology

 

  • Build up joint-training programs in diploma level:
  1. Electro-Mechanical Engineering
  2. Automobile Technology
  3. Business Management

 

Stage 2015 – 2020:

 

  • Develop courses in bachelor level:
  1. Geologic Technology
  2. Geodetics – Cartography
  3. Petroleum Technology
  4. Environmental Engineering
  5. Finance – Banking
  6. Business Management

 

2. The second priority is for capacity building for teaching staff by upgrading their qualifications to required standards.

  • Cooperate with renowned institutions to improve the staff English competency.
  • Select and send English language qualified teaching staff to do Masters and Doctoral Programs in domestic and oversea.
  • Exchange staff to some developed countries studying short courses and long courses to improve their academic profession.
  • Launch all kind of scholarships, fellowships or internships.

 

By 2015, the school teaching and administration staff will be 400 in which 160 are master lecturers and 32 are doctoral lecturers.

By 2020, the staff number will be increased to 600 in which 248 are masters and 96 are doctors.

 

3. The third priority is for scientific research enhancement with targets:

  • Exchange researchers to other national and international institutions to join their research teams and  approach innovative and updated technology.
  • Promote researches on educational science, basic science and applied science to involve and resolve social economic problems, to protect and use wisely natural resources of the Southern Centre ad Western Highlands of Vietnam.
  • Implement scientific services, technology transfers and production based on the school training strength and the social demand.
  • Transfer advanced training curriculum to the school from innovative institutions and apply them to the school training tasks.
  • Host major/typical international seminars on new technology and model application.

 

Doing researches is an essential activity in developing the college’s strategic plan 2010 – 2015 and college’s vision 2020. It would be achievable if we follow the route:

 

Stage 2010 - 2015

  • Jointly open research institution or enterprise on the school campus applying technology of the developed countries.
  • Enhance scientific researches on clear energy, recycle energy as well as the methods to use them economically and effectively.
  • Build up capacity for research staff

 

Stage 2020, the research direction will be

 

1.      Environmental Engineering: prevent and reduce disaster consequences by studying on:

  • Biological products solution to protect and treat environmental pollution.
  • Environmental assessing techniques and equipment.
  • Treatment technology of water, waste water and solid waste.
  • Solution to landslide prevention for some high risk areas in Phu Yen province.

 

2.      Chemical Engineering: work with biological activity compounds to:

  • Analyze extraction technology and produce some important active compounds which will be used in medicine and agriculture.
  • Study on synthetic and semi-synthetic technology of some high biological active compounds.
  • Learn on extraction technology and equipment of active compounds rising from marine organisms.
  • Research and apply advanced technology to collect a variety of ores in big rubbish heap.

 

3.      Electro – Mechanical and Automation Engineering: do researches focus on

  • Digital control study and application to available metal processing machines of the school
  • Laser and photo-electron technology
  • Acquisitive technology and acquisitive image process from satelline to track environmental and natural resources.
  • Application of Nano Technology
  • Production of equipment for assembly lines and automatic equipment for measurement and surveying.
  • Industrial Robotics build-up and apply widely supported software to design elements with computer-aided.

 

4.      Information Technology and Telecommunications

  • Learn on open source codes usage in Information Technology application.
  • Design IT products, write and program software to meet domestic demand and stretch to abroad market.
  • Be host or participate in some projects on IT application in management/administration, economic development and manufacturing modernization, build up computer network to serve research, education and training and to advertise the school.

 

5.      Power Supply from clear energy

  • Enhance research activity on clear energy to produce power such as: solar energy, wind energy and biomass energy.
  • Find out solutions to increase used effect of electrical equipment and to use energy economically.

 

In conclusion, the best method to implement the above route is to establish some distinctive research groups, to authorize and encourage being dedicated to the school great mission.
